Changes make the means test fairer and easier to understand

From 1 October 2018, there will be some changes to the means test with the aim of making it fairer and easier to understand.

From 1 October 2018, there will be some changes to the means test with the aim of making it fairer and easier to understand. The changes include:

  • narrowing the circumstances where the financial details of a financially associated person (FAP) must be taken into account
  • enabling debts to be paid by instalments over 12 months instead of in a lump sum
  • waiving the need for documentary proof of means for people who are:
    • Aboriginal or Torres Strait Islanders
    • homeless
    • living in remote areas
    • fleeing from or experiencing family violence.
  • annual indexation of secured debts according to the CPI (only applies to debts incurred after 1 October 2018).
